Roiling world financial markets and the slumping economy are costing Valley cities and towns millions of dollars in lost revenue, forcing many to urgently revamp their budgets.
Two of Arizona's largest cities, Phoenix and Scottsdale, will slash spending on an unprecedented scale, resulting in deep cuts to staffing and services.
The cutbacks threaten quality-of-life items such as extended library hours, new parks and the recreation-center programs that residents increasingly enjoyed during Valley boom years.
